Great News for The Arc's Budget Priorities!

Next Stop, the Governor's Veto Process


FY2007 DMR Budget and related line items

June 29, 2006, Boston - Today, the Massachusetts House and Senate legislative Conference Committee, tasked with working out differences between the two branches' spending proposals, released its FY2007 budget report. The news is mostly good for members of the Arc community. The budget now moves to the Governor, who has 10 days to review the document and issue line item vetoes. Some of the highlights within the conference report include:

  • $17.6 million for Turning 22 with full annualization fund - a $4 million increase to provide services for the increasing population of young adults with disabilities graduating from high school in Massachusetts
  • $28 million for the DMR Salary Reserve, the largest amount in years designated for staff salaries in community-based programs
  • A great step forward for the Autism account, adopted at $3 million
  • $2 million marked for a grant pilot program allowing students with disabilities to attend community colleges

These are just some of the great strides the Arc membership and its partner organizations were able to make this year. From personal meetings with legislators to the hundreds of emails and letters generated to lawmakers from constituents using The Arc on-line Action Center, many hours of hard work were spent to ensure that Massachusetts is providing for and protecting people with disabilities. 

 

We have identified earmarks, which The Arc has traditionally opposed.* We are saddened that the outside section restricting the use of aversive therapy in Massachusetts did not appear in the Conference Committee’s budget. The Arc of Massachusetts and many other mainstream state organizations which advocate for people with disabilities do not support the use of aversive therapy and will begin to focus on what next steps we can take to eliminate these procedures in Massachusetts.

 

Please stay tuned in the week ahead as Governor Romney has ten days to issue line-item vetoes. The budget will then be taken up for override consideration by the legislature.
