FY2007 House Ways & Means Budget: April 2006
The DMR budget received about $2 million in new dollars above the Governor’s proposal, of which $1 million is in Turning 22 and $1 million in the Autism line item. The House Ways and Means Committee may have decided to be conservative as they were finalizing the state’s omnibus health care legislation, but the budget is a disappointment to us. The increase in Turning 22 in year 1 money is not annualized - in other words, increased funds for year 1 of a person’s transition, but back to the old cap for the additional year funds.

The salary reserve amount, while positive, will raise some questions. The good news is $20 million more than the Governor’s budget (which was $0), but it has no salary ceiling or ranges, as in past reserve language. This means that DMR could get less of the total, from a percentage perspective, since DMR salaries tend to be lower than other EOHHS agencies that also draw from the reserve.

Fernald League Commission

Representative Stanley of Waltham moves that the bill be amended in section 2, in line item 5930-1000 in line 11, by inserting after the words "provided further":

"That a special commission, to consist of 3 members of the Senate, 3 members of the House of Representatives, the Commissioner of Mental Retardation or his designee and 4 members to be appointed by the Governor, 1 of whom shall be a member of the Fernald League, is hereby established for the purpose of making an investigation and study relative to the misclassification and misdiagnosis of former residents of the Fernald State School. Said investigation and study shall include, but not be limited to, the extent and effect of such misclassifications, reparations for the denial of education and labor performed and the providing of counseling for former residents. Said commission shall report to the House of Representatives the results of its investigation and study, and its recommendations, if any, together with drafts of legislation necessary to carry its recommendations into effect, by filing the same with the Clerk of the House of Representatives."

Mr. Scaccia of Boston moves that the bill be amended in section 2, in item 5911-1000 by striking out the figures “13,324,093” and inserting in place thereof the figures “14,824,093”; and further moves to amend said section 2 in item 5920-1000 by striking out the figures “55,914,599” and inserting in place thereof the figures “57,096,999”; and further moves to amend said section 2 in item 5930-1000 by striking out the figures “171,863,458” and inserting in place thereof the figures “172,564,258”.

Glavin earmark
Mr. Ross of Wrentham moves that the bill be amended in section 2, in item 5930-1000, in line 2, by inserting after “Glavin Regional Center” the following: “provided further that not less than $285,000 shall be expended to the community that host the Wrentham Developmental Center”; and in said item by striking out the figures “$171,863,458” and inserting in place thereof the figures “$172,148,458.”

Melmark earmark

Representative L'Italien of Andover moves that the bill be amended in section 2, in item 5920-3010, in line 2, by inserting after “retardation” the following: “; provided, that not less than $200,000 shall be expended for the purposes of a contract with Melmark New England to provide training and support to families, educational collaboratives and public school districts on methods for coping with behavioral challenges associated with children who have autism spectrum disorders”.

Special Olympics earmark
Representative LeDuc of Marlborough moves that move that the bill be amended in section 2, in item 5920-2000 by adding the following: “provided that not less than $100,000 shall be allocated for Special Olympics for the purpose of unified sports”.
